I've been playing alot of Peacemaker (http://www.peacemakergame.com/) lately, and it's got me thinking that a mod based around the conflict would definitely be amazing. Not just playing the IDF or Fatah or anything, but playing anywhere in the governmental structures of the two states. The player could be a member of the Israel police force or army, or the Israeli government. Or on the other side of the fence the player could be a member of the Palestinian government or police force. The ultimate goal would be to create stable states on both sides and reach a peace agreement, which could be brought about in any of the proposed solutions(binational, two state, population transfer, etc.)
I'm not sure about allowing the player to be a part of the Yesha Council or a member of Hamas or Fatah. The ultimate goal should be at all times peace, not to bring about the Third Intifada or to bring a surge of settlers into the West Bank and drive the Palestinians out.
Just an idea I had, and Peacemaker itself is a great game. With some adaptation of the directed graphs in the AI to represent the varying factions in Israel, Gaza, and the West Bank.
There's room for further organizations to support peace as well. Civilian members of the communities, including the Christian minority; humanitarian organizations; politicians in the UN, US, or Arab League, etc.

Possible winning solutions:
Seif Islam Qaddafi Proposal
Two State Solution
Two Stars for Peace Solution
Binational Solution
Population Transfer Solution
Arab Peace Initiative
Geneva Accord
Organizations(* denotes possibly playable):
Israeli Government*
Israeli Police Force*
Israeli Military*
Palestinian Authority Government*
Palestinian Police Force*
Hamas
Fatah
Yesha Council
The UN and all subsidiary organizations*
The Arab League and its members*
The African Union and its members
The US*
The EU and its members
Iranian Government
Turkish Government
Various NGOs, including corporations, investors, and humanitarian organizations*
Other private sectors, including popular movements among the citizens*
The gameplay for each organization would bring a different approach to promoting a peaceful solution. The Israeli or Palestinian governments would make concrete steps towards peace and stability, foreign governments and corporations could provide incentives and solutions, and grassroots movements could appeal to the public to persuade the governments to see the light.

This seems like a good idea but would the conflict be centered more around the policing of the Gaza Strip and the West Bank? I mean since the Hamas and the opposing groups are apparently not playable, then you would atleast need something to create the havoc that does occur in that area. In Ex. Say you are an Israeli Police Officer and suddenly gun fire breaks out in your area and you see Hamas soldiers in trucks firing into the street. You would need to take them out, so you get several armed citizens and you take them along with you to take the Hamas out. Would there be conflict such as this taking part or would this game be centered around the more peaceful forms of ending the conflict?

No one said peace wouldn't be without its fair share of bloodshed. Violence from the player would only serve as a positive if it was used to keep the peace. It wouldn't be so much about the fighting, but rather about the diplomacy behind it. Look at Peacemaker, you can fire a missle into Palestine as the Israeli Prime Minister, but it really doesn't serve much use other than to enrage Palestinians and maybe take out one or two militant ringleaders, but the Israelis still see it as a positive step to ensuring their security.

Peacemakers = soldiers
Peacekeepers = UN
No peace, no peacekeepers.

considering i am a palestinian i would see interest in a game like this.
but there are a ton of facts that need to be straightened if it were to be made. first of all, cnn and cbs make it look like israelis are perfect and palestinians are horrible people. however, both sides have a government capable of peace, and both have their corrupt militant groups. i have family members who were killed by israeli soldiers just for minding their own business. im sure there are plenty of israelis who have lost loved ones to some crazy man with an rpg. just as long as both sides are portrayed equally and fairly, showing both sides of the argument, then it would be a fun game to play.

Its based on the same principles as Peacemaker, but expanded for a diplomatic game that portrays the parties that contribute to the peace process.
And oberschutze, I highly suggest you check out Peacemaker.
