Whats the deal with DOD source do you have to pay even if you have HL2?

Bronze - DoD:S not included
Silver - DoD:S included
Gold - DoD:S included
Collectors Edition - DoD:S not included

If you don't have DoD:S, you'll have to pay $19,99 for the retail version or you'll have upgrade your acount to silver for $9,99 (but you'll need a creditcard for this).
DoD:S is not a MOD since Beta 3.1.
